The location of the Dolnośląskie and Opolskie Voivodeships near the border may positively affect the commercial potential of cities located there. Zgorzelec serves as a very good example; shopping centres in this city provide services for German customers as well. Most analysed agglomerations are smaller cities with 30,000 – 40,000 inhabitants, where retail schemes such as retail parks may be particularly successful.

Lubin is an exceptional city owing to a very high purchasing power of its inhabitants (higher by 30 percent than national average). In the city, there is a large shopping centre Cuprum Arena with prestigious tenants as well as a modern interior design centre Indomo which is a unique phenomenon in cities of this size. Because of their immediate vicinity, the cities of Bielawa and Dzierżoniów are analysed as a single urban area. In most analysed cities, there is still potential for new retail schemes adjusted to local needs.

Nysa, which currently lacks a modern shopping centre, is characterised by the highest potential. Świdnica, Jelenia Góra and Kędzierzyn-Koźle have been proclaimed cities with the highest level of investment risk due to the existing and planned stock of retail space as well as variety of merchandise mix, especially in the two former of the above mentioned cities.
